Center shares update on Ahmedabad-Dholera Expressway construction progress

Construction work on the expressway connecting Ahmedabad with the smart city of Dholera is underway. Providing information about the status of Greenfield Corridor projects in the country, Minister of Road Transport & Highways Nitin Gadkari stated that, as of June 30th, 2024,………
“Dholera, a town in Gujarat, is a joint venture between the Gujarat government and the central government. Strategically located, the Ahmedabad-Dholera industrial region is within 100 km of the Dedicated Freight Corridor (DFC) in southern Gujarat.”
“The Gujarat State Road Development Corporation Limited (GSRDC) is developing an access-controlled expressway between Ahmedabad and DSIR to serve as the central spine road for Dholera. The proposed road will initially be constructed as a four-lane highway, with plans for a future upgrade to a six-lane structure, allowing for controlled access.”
“The road is designed to connect Ahmedabad city with Dholera Smart City and Bhavnagar ports. It is anticipated that the new industrial cluster developing along this spine will significantly benefit from this central linkage. Additionally, it will serve as a catalyst for broader regional development, particularly within the Special Investment Region (SIR). This project is also part of the master plan submitted to the central government for DMIC road connectivity and has received approval from them.”
The metro rail project connecting Gandhinagar, Ahmedabad, and Dholera Smart City is planned to span approximately 100 kilometers and will be constructed in two phases: Gandhinagar to Ahmedabad and Ahmedabad to Dholera. Proposed as an elevated metro, this line will enable faster and more efficient travel, particularly benefiting the upcoming international airport near Dholera. Given the project’s long gestation period, swift initiation is crucial to maximize its impact. The metro has received approval under the Delhi-Mumbai Industrial Corridor (DMIC) master plan by the central government, highlighting its importance to regional development.
During a meeting with the Secretary of the Department of Industrial Policy and Promotion (DIPP) in Gandhinagar, the idea of a high-speed rail corridor along the Gandhinagar-Ahmedabad-Dholera route was discussed. This aligns with the pre-feasibility study currently being conducted by the Ministry of Railways for the Pune-Mumbai-Ahmedabad high-speed rail corridor. The Government of Gujarat has requested the Ministry of Railways to explore the possibility of extending this corridor to Dholera Smart City, passing via GIFT City near Gandhinagar.
In the interim, the Gujarat Infrastructure Development Board (GIDB) assigned IL&FS the study work for the metro rail project. On August 29, 2008, GIDB re-engaged IL&FS Infrastructure Development Corporation to provide project advisory services for the Ahmedabad Metro project, with responsibilities extending to the selection of a concessionaire. Additionally, on September 1, 2008, GIDB appointed Delhi Metro Rail Corporation (DMRC) to provide consultancy services for preparing the Detailed Project Report (DPR) for extending the Ahmedabad Metro from Gandhinagar to GIFT City.
Ahmedabad’s existing airport has seen one of the highest annual traffic growth rates and is expected to reach full capacity well before 2020. Due to various constraints, expanding the current airport is challenging, making a new international airport essential to accommodate future traffic demands.
Recognizing the potential and needs of Dholera Smart City, the government identified a strong demand for a Greenfield International Airport nearby. The high level of economic activity within the Special Investment Region (SIR), supported by significant domestic and foreign investments, will require a world-class international airport in the area. Consequently, the state has included the airport’s development in the “Early Bird Projects” list, in coordination with the Department for Promotion of Industry and Internal Trade. The Government of Gujarat has also signed an MoU with the Delhi Mumbai Industrial Corridor Development Corporation to advance this initiative.
Dholera Smart City is a flagship project within the Delhi-Mumbai Industrial Corridor (DMIC), aimed at establishing it as a global manufacturing hub with world-class infrastructure. It is the first Special Investment Region (SIR) within the high-impact DMIC corridor.

It aims to create an enabling environment that supports local industries, enhances the investment climate, improves quality of life, upgrades human skills, establishes world-class infrastructure, and attracts global investment.

In addition, it will feature world-class infrastructure, including roads, water supply, sanitation, and other essential facilities.
